The key-note speakers referred to the role of The Covenant of Mayors European movement in convincing local communities to participate in the effort to fight climatic changes by using sustainable energy and by taking measures to increase energetic efficiency. The achievement phases of the Sustainable Energy Action Plans, as well as concrete examples from the projects developed through the Intelligent Energy Europe programme were also presented. One of these examples, which elicited great interest, was the Sustainable Energy Action Plan of the municipality of Bacau, presented by the Local Development Agency.

In the ensuing debate, there were underlined some aspects of the activity of the Covenant of Mayors that need to be improved, the main problem being the lack of funding or of support for getting access to lucrative funding programs.

Vasile Alecsandri University, which has been very active in the promotion of sustainable energy resources, developed the Sustainable Energy Action Plan for 12 rural communities from the county of Bacau which became members of the Covenant of Mayors, within the frame of the Towards 100% RES rural communities project.
