The Province of Luxembourg meets regional specialists about a support service

01/14/2013 - Namur. Willing to set up a support service for the municipalities within the framework of the 100% RES Communities Project, the province of Luxembourg is meeting the Walloon Air Climate Agency, the Energy Administration, the Bond Beterleefmilieu as well as an external consultant. 

Information on an existing methodology for CO2 inventory

The inventory is the starting point of the action plan. It determines the energy consumption and CO2 emission by sector (transport, buildings,..) as well as the Renewable and Energy Efficiency potential in the territory.
Invited to present his methodology in the first part of the meeting, Thierry Laureys, an external consultant in the establishment of such a plan of action, presents his way of work: He brings down the regional assessments to the municipal level by using repartition keys integrated in an Excel file.
According to him, this methodology offers the double benefit of being little time-consuming while being accepted by the Covenant of Mayors Bureau. “The aim of this assessment is not to provide an analysis that focuses on quantifying the CO2 emissions with the utmost precision but rather on giving a general idea of what the CO2 footprint of a territory looks like and identifying the relevant course of action”, he specifies.

Feedback from the BBL

The Bond BeterLeefmilieu (BBL) has a solid experience when it comes to setting up plans of action, an experience acquired through supporting Limburger municipalities. Therefore, its advise in building a good support system should be carefully taken into account.
Indeed, as stated by M. Mike Desmet, “the CO2 inventory should not be the focal point of the project, it is more important to go onsite and help the municipality creating a good project team and following up concrete actions”.
In Limburg, Mike visited all the municipalities at least three times. However, he recommends not to spend more than one day onsite. The next available days should be devoted to the organization of thematic working groups in which civil servants ask their questions and share experience. This should keep the costs down while allowing the creation of a group dynamic between public officials.
This methodology is only possible if the accompanying consultant and the municipality are provided with the adequate tools, such as those now available in the province of Limburg.

The Energy Administration and the AWAC tools

The Energy Administration presents the municipal assessment obtained following the methodology mentioned above.
This tool uses the regional energy assessment to determine an inventory of the territory on a municipal level. The data provided are classified according to the energy vector and the field of activity. This is called a “top down” approach.
This tool is available for free upon request to the DGO4 and can be used within the framework of the Covenant of Mayors, once it has been completed with the emissions measurements relevant to the municipal heritage, adds Hughes Nolleveaux, responsible for the tool inside the DGO4. These measurements can be established through the CO2 calculator created by the AWAC.
Indeed, this CO2 calculator is able to determine the levels of emissions linked to the municipal heritage based on information that the municipality itself needs to encode. 'It  also allows to establish the emissions related to the key sectors suggested by the Covenant of Mayors, such as: the buildings of the municipal, residential and tertiary sectors, as well as public and private transports  on the territory', underlines Cécile Batungwanayo from the AWAC. A small training cession could be required to allow proper use of this tool.
