The regions’ vote is: approach the energy revolution positively! Communiqué for a decentralised energy revolution
At the “100% Renewable Energy Regions Conference” in Kassel, the Communiqué for a decentralised energy revolution was presented. It is supported by the national network of 100% RE Regions, which at the same time acts as the German branch of the European RURENER network. Those involved demand more courage and commitment from federal and state politicians towards a de-centralised change in energy-policy. More than 40 million people live in the regions that are active in energy policy. The Communiqué, which was developed through a dialogue process nation-wide, is now to be taken to the European level and disseminated within the 100% RES Communities.
The Communiqué is based on a series of local symposiums and forums that were conducted in the first half of 2014 by the German Rurener branch, the 100% RE Regions Network, and also on the experience of the previous 100% RE Regions Conferences. It communicates in a concise manner all of the 7 opinions and the political demands that stem from these, with regard to renewable energy in German communities and regions.

The energy revolution in Germany is a great success and is endorsed by 90% of the population. As well as being a necessary contribution to the protection of climate and resources world-wide, it brings the chance to have successful economic development and lasting security of supply. The development of the energy revolution in Germany is based on the physical properties of renewable energy resources, to the greatest extent possible in de-centralised structures.
Regions are now already assuming great responsibility, together with the German Federation and States, in implementing the energy revolution. They also want to continue to campaigning with great commitment. Regional actors must thus be integrated, actively and with recognition given, into the political discussion and decision-making since they have important roles as concerned individuals, creators and implementers. Legislative processes must also meet this requirement.
At the same time the energy revolution is not feasible without the broad support of the population. It is the key to maintaining an environment and a world worth living in, one which is decisively shaped by people locally. It is the key to a sustainable regional development that makes economic development possible, especially in regions that are structurally weak. What is required is the rapid and consistent development of renewable energy sources. The goal has to be a complete conversion to renewable energy in the electricity, heating and transport sectors.
The Communiqué was developed in nation-wide dialogue between regional actors and is supported by the national network of 100% RE Regions and its supporters. These include communes, rural districts, city and regional public utilities and energy cooperatives, as well as active citizens, scientists, organisations and companies. So far the regions that are particularly active in energy policy comprise hundreds of German communities, rural districts and cities in which more than 40 million people live. The Communiqué reflects the comprehensive experiences of six nation-wide 100% RE Regions Annual Conferences with a total of more than 160 specialist forums and 3,000 active participants.
Together they demand:
- Regional and decentralised development of the energy revolution
- Strengthening and improved integration of communes
- Regional value creation embedded as a guiding principle
- Integration of electricity, heating and transport sectors
- Germany’s continuance as a technology site for the energy revolution
- Development of regional energy markets
- Development of a positive energy-revolution culture
