Municipality Šmartno pri Litiji towards SEAP and Rurener
Municipality Šmartno pri Litiji is a small municipality located in central Slovenia in the area of the Heart of Slovenia. Different transit routs come to a cross here and in the past Šmartno was a much more important town than neighboring Litija, whose economic development only started after the construction of Southern railway in the mid-19th century. In 2010 municipality had approximately 5.400 residents (approximately 2.700 male and 2.700 female). By the number of residents it ranked 92nd among Slovenian municipalities. With an average of 57 people per square kilometer its population density is almost 50 % lower than the national average. Among persons aged between 15 and 64 years approximately 58 % were employed or self-employed (economically active) in the year 2010. Every second resident owned an averagely 9 years old car. An average of 288 kg of communal waste was collected per resident in the year 2010, which is 101 kg less than the national average.
Municipality buildings consume 1.229.490 kWh of heat and 243.100 kWh of electric energy per year (data for year 2010). Most of municipality buildings are still heated by heating oil and are not energy efficient and therefore bare great potential for municipality investments in the energetics field that can also lead to considerable financial savings. Total emission from municipality building in year 2010 amounted to 452,02 tons
Apartment buildings in Municipality Šmartno pri Litiji consumed 23.105.839 kWh of heat and 7.701.228 kWh of electric energy. Total CO2 emissions of apartment buildings amount to 6.239,11 tones (calculation is based on the data of heat and electricity consumption). We must emphasize that almost half of the heating energy produced by the residents is from wood biomass, which is neutral as far as CO2 emissions are concerned.
Traffic is a major challenge for the municipality, however due to lack of more specific data, we used data from the national level that we generalized for the Municipality of Šmartno pri Litiji. Traffic presents an average of 30 to 40 % of primary use of energy and is at the same time the only sector in Slovenia where energy consumption is not reducing, thus any measures in the field of mobility are difficult both financial and organizational. It is estimated that energy consumption of cars alone in Šmartno pri Litiji amounts to 25.216.332,98 kWh and CO2 emissions to 6.537,91 tones.
In September 2014 municipality was one of the first three municipalities in Slovenia to join 100 % RES Communities movement. In April 2015 municipality will sign Covenant of Mayors, which aims to reduce CO2 emissions by at least 20 % by year 2020, and it will adopt its Sustainable Energy Action Plan. SEAP foresees numerous measures in different fields that will cut CO2 emissions by at least 20 %. Municipality of Šmartno pri Litiji will also join RURENER network. The network is designed as a support network for local communities for the implementation of measures from the fields of energy efficiency and use of renewable resources. This way municipality will become part of the network of small rural communities in Europe that aim to reduce energy consumption, their dependence on fossil fuels and aim to built their energy future on the use of local renewable energy resources.
