Slovenski E-forum was part of the implementation of action in municipality Šentupert

We started our work on implementation of at least two actions during project 100% RE Communities early – in year 2013. Two actions selected seemed quite realistic and to be fully operating at the end of the project. These two actions were selected based on needs of the municipalities and also potential possibilities of obtaining needed funds. One failed soon after the start so for our second activity we selected biomass logistic center Heart of Slovenia that will have a major role in area of Heart of Slovenia in the field of use of local renewables.

1. ACTION - CHP wood Šentrupert

A bankable project in Municipality Šentrupert was at the beginning in realization in the first phase, i.e. implementing heating system with 500KW thermal power, and in year 2014 it was upgraded with heat and electricity cogeneration, all systems fueled with wooden chips from local woods.

This CHP wood Šentrupert was planned to be mayor activity in SEAP of the municipality. SEAP was officially accepted by municipality councils in September 2014 so our work began before (technical workshops) and did not followed the planned time frame.

At the moment there work five small units of 50KW electric power and 80KW heat power each, in cascading connection, with maximal peak of 250KW electric power and 600KW of heat power.

After careful study of operating, maintaining and efficiency of the new solution within CHP plant the decision will be made to upgrade this plant on full planned capacity, i. e. 2,5 MW heat power.

Baseline situation in 2013 was that Prison complex used app 800.000L of fuel oil per year what caused around 2120 t CO2. Situation at the end of the project showed huge positive effect. Fuel oil was replaced with app. 2.400 m3 wooden biomass per year i.e. 7000 nm3 of wooden chips that do not produce CO2 emissions. This action brought savings – 200.000 €/year for prison complex. Till April 2015 app. 7 new job were generated.


Considering all the parallel soft activities as workshops, presentations, to include them to European championship – RES League and European movement 100% RE Communities, having in mind our contribution to certain decisions on choosing best available technologies we consider our participation on 15 % of total environmental impact.

2. ACTION - Old water mills to hydropower plants

The second provided bankable project “Refurbishing old abandoned water mills into hydropower plants” was chosen because in time of preparation of the project this concept of transforming old mills into small hydroplants seen closest to actuall realization. In discussion with the municipality Novo mesto this idea was assessed as suitable for transfer of good practice – to be later on practiced on old mills on the river Krka and its tributaries in the region of Novo mesto.

The action was “frozen” in waiting for water use concession from government, and turned out unrealistic to expect any movements till the end of this project. There was edited an opinion of Institute for water of Slovenia with a demand for investment into special fish path, what would double value of the expected investment. Since the arguments for fish path were vague we helped owner with administrative dispute.

However the results will be out of the time frame of the project.

3. ACTION - Biomass logistic center HEART OF SLOVENIA (BLC Heart of Slovenia)

Feasibility study was made in April 2015. The plan is to be organized as a center, where wood fuels with guaranteed quality will be marketed. The most important role of biomass logistics center will be to ensure the supply of wood biomass from local sources are standardized and guaranteed quality at a reasonable price for boilers in the local environment. Surplus fuels (chips, logs, briquettes) are to be sold in the broader market. BLC will have all the infrastructure that will be needed for production as well as marketing of wood fuels (mainly wood chips and firewood, possibly the briquettes).

This happened only at the end of the project because of delayed joint SEAP for this area. The actual implementation will be done in 2017.

Lessons learnt from the implementation of actions

Successful realization of CHP project happened due to high level of consensus of local community and this fact is to be considered as a basic condition for all projects of such social and economic dimensions in every community. Before taking part in similar projects we should carefully research the level of support by different stakeholders in certain community. Our lesson taken is that project without high level of consensus of different stakeholder have no future or realistic possibilities to be implemented.
